I have to send herewith for the information of the

Secretary of State for Colonial Affairs a copy of a letter

dated the 24th instant which I have received from Messrs.

Thompson, Quarrell & Attneave, the solicitors to the China

Navigation Co., Ltd., together with a copy of the Writ

enclosed therewith which they have issued at the instance

of their clients against His Majesty's Atto mey-General

claiming a series of declarations having reference to the

stipulations alleged to have been imposed upon their

clients for the purpose of the prevention of piracy in

Chinese waters. I am entering an appearance to the Writ

on behalf of the Attorney-General.

It will be observed that the solicitors are desirous

to bring the matter to a very early trial and I understand

Leslie

that they have already retained Sir Russell Scott, K.C., on

behalf of their clients. I shall be glad, therefore, if

you will be so good as to move the Secretary of State to

communicate to me as early as possible such information and

observations in regard to the subject matter of the action

as he is able and willing to offer for the assistance of

P.T.O.
